[CONTROLLER-1853] Multiple bundles fails to start due to unresolved dependencies

Multiple bundles failed to start in the Controller clustering CSIT job. Note, this ODL image had successfully started at least 3 times during earlier tests/startup in this job.

This is the timestamp in the log file where ODL is started and fails to resolve bundle dependencies.
