[CONTROLLER-1945] controller-csit-3node-clustering-ask-all-aluminium broken for Aluminium

this is working ok in magnesium

Multiple problems may be happening and I have not spent time digging too deep. One
issue is that a POST to add-person rpc is timing out after 5 seconds.

another problem was a 500 response
