[CONTROLLER-2002] Do not pull odl-controller-blueprint into cluster-test-app

This blueprint seems to be using only odl:notification-listener, odl:rpc-implementation and odl:use-default-for-reference-types. These should be pretty easy to do. One wrinkle might be the use of type=distributed-config – but if we eliminate all else, we should be able to just switch to OSGi DS.
