[CONTROLLER-619] NETCONF plugin creates multiple connections to devices

I'm seeing a behaviour where the NETCONF client connects twice to the same router.

So with a 16-node setup I see dual connections to some of the nodes if I do a "netconf -an | grep 830" (the number of extra connections is variable - in the case below you can see dual connections to 10.25.2.23 and 10.25.2.30):
