[CONTROLLER-660] ODL unable to parse "max-elements" statement in a leaf-list

ODL is parsing a YANG module containing:

leaf-list file

{ type string; max-elements unbounded; }

ODL complains about the "unbounded":

Caused by: java.lang.NumberFormatException: For input string: "unbounded".

if I change the unbounded to e.g. 1000 then the issue is resolved.

From reading RFC6020 the "max-elements unbounded" looks like valid YANG:
