[CONTROLLER-816] Clustering: Raft apply state missing index log should be of type warn and not error

Currently in AbstractRaftActorBehavior if the Follower's log does not have the entries from LastApplied to Leader's commit index, we log the following error.

"Missing index {} from log. Cannot apply state. Ignoring {} to {}"

This error should be of type info, so as to not cause unwanted alarms.
