The way of handling values for SET_NW_TOS action is wrong in the AD-SAL OF plugin.
Consequently, I cannot set some values for SET_NW_TOS action.

Originally, I've filed this bug in ~~OPNFLWPLUG-267~~.
On ~~OPNFLWPLUG-267~~, Michal has submitted patches, and fixed the issue on the MD-SAL OF plugin (the new OF plugin).
But, the patches doesn't fix the issue on the AD-SAL OF plugin (the old OF plugin).

Here, I hope that someone submit a patch for the issue in the AD-SAL OF plugin.
