[DAEXIM-6] data migration do not report the status of all the geo cluster nodes when we restart the cluster

When we execute the following steps through a script, on all the geo cluster nodes, data migration api do not recognize all the nodes.
Following are the observations,
1. Cluster does come up normally
2. There are no issues on the affected node bringing up the daexim feature
Here are the steps to repro. Run these steps in all the geo clustering nodes

1. "/controller/bin/bin/stop"
2. "sudo rm -rf /controller/data; sudo rm -rf /controller/cache; sudo rm -rf /controller/journal; sudo rm -rf /controller/snapshots;
3. "/controller/bin/start"
