[DOCS-87] MR: Clarify if MRI only want to do non-major version bumps in integration window

Robert raised a question on the TSC a while back that highlighted a shortcoming in the Managed Release docs. We currently assume Managed Release Integrated projects will want to have Managed Snapshot Integrated projects consume a major version bump during the integration window. It's also possible (and happened this time) that they only have a minor or patch version bump for the MSI projects. Should make that case more clear in MR docs.
