This looks to be due to the itm tep tunnels not coming up as shown in the first url below - at this point the tunnels need to be created but they are not. vxlan tep tunnels are not being created

I tried to track down where this problem popped up and found some issues around 9/11 - which the patch below was cherry-picked to fluorine. The neon distros were being used in the fluorine jobs. Using the correct fluorine distro fixed the issue.</p> Development Rank 0|i03jo7:
