[GENIUS-74] missing tunnel after connecting 2 sites

I connected 2 sites.
I saw that on one site tunnel was created as expected, but on the second site tunnel wasn't created.
I saw on transport-zones model that data learned properly:

but there wasn't such tunnel on ovs, as you can see the rule of the second vm (from the different site) is drop:
