[INTPAK-155] PoC publishing notifications about new RPMs

One thing that came out of the first OpenCI meeting before ONS in LA was that event-driven CI/CD is a good thing, vs timer-driven or polling. As a first step in this direction, I'd like to try some PoC where I publish a notification (PUB/SUB model) when a new RPM is built. Might want to include some info about the RPM, like version, URL to find it, tests it passed, etc.
