[INTPAK-38] Use facts in puppet-rspec tests to fix puppetlabs-apt failures

We're currently pinned to puppetlabs-apt 2.4 because newer versions were breaking us with a bug, as I reported on their JIRA. They have since backed out that change, but we're still hitting a failure in newer versions. On the same JIRA they are suggesting we use a facts key in our unittests.
