[INTPAK-95] Fix `Bad protocol 2 host key algorithms '+ssh-dss'` error in Vagrant base boxes

The current opendaylight/odl:6.0.0 libvirt VM on Atlas fails after clean init/up/ssh with:

[vagrant@localhost ~]$ ssh -p 8101 karaf@localhost
/etc/ssh/ssh_config line 67: Bad protocol 2 host key algorithms '+ssh-dss'.

I don't think the VMs coming out of the currently-under-dev Packer build job have this problem, so should just finish that and then push updated images to Atlas.
