[INTPAK-98] Update Ubuntu 16.04 vagrant base box in puppet-odl

                <project id="10190" key="INTPAK">integration-packaging</project>

In puppet-opendaylight, Ubuntu 16.04 `ubuntu/xenial64` in a VM fails with early Vagrant SSH issues because the VM uses password auth. It is an upstream issue. To avoid this error, currently `puppet-opendaylight/spec/acceptance/nodesets/ubuntu-16.yml` uses `puphpet/ubuntu1604-x64` vagrant box. This needs to be changed to use the official Ubuntu 16.04 vagrant box when the SSH error is resolved.

This doesn't really need to be addressed until the tests are re-added.
</comment>
