need to first check that it works like this, but the idea is that when a netconf device is
mounted to one controller in a cluster that it's schema files are replicated to each of
the other controllers in the cluster.

the schema/ directory is where all the .yang files are downloaded from the netconf
device. by default it's in the cache/schema/ folder. When a device is mounted (PUT
to the controller, one parameter that can be given is a custom schema dir).

assuming it works like this, two tests can be done. One with the default schema location
and one with custom location.

This work can probably just be added to the existing 3 node netconf suites. It's possible
that this kind of test already exists, I guess (I did not check yet)
