[INTTEST-137] Adapt robot files to RFC 8040

Go through all *.robot files and change all occurrences of restconf URLs as follows:

/restconf/config -> /rests/data/...?content=config
/restconf/operational -> /rests/data/...?content=nonconfig
/restconf/operation -> /rests/operations

Create a separate commit for each testsuite, for example netconf, bgpcep, etc.
