[INTTEST-32] Fix pep8 E722 errors in int/test repo

recently (around 10/25/2017) the tox verify job started failing due to errors like this:

./csit/libraries/AAAJsonUtils.py:208:13: E722 do not use bare except'
except:
^

These are coming from existing code that has been around for a while. As a workaround,
we are not ignoring E722 errors, but it would be best to get those resolved and then NOT
ignore them any longer.
