[MDSAL-227] Milestone: provide stable features

The current feature layout is wrong with respect to packaging, notably due to lack of documentation.

The EOS and Singleton features need to be integrated into the appropriate mdsal-

{binding,dom}

- features.

That way the complete set of APIs, complete DOM implementation and complete set of binding adapters are propagated to downstream.
