[MDSAL-560] Duplicate bundle packaging around mdsal-dom-schema-osgi

Introduction of mdsal-dom-schema-osgi as part of Binding Runtime leads to multiple packaging of DOM artifacts:

mdsal-common-api
mdsal-dom-api
mdsal-dom-broker
mdsal-dom-schema-osgi
mdsal-dom-spi

Clean up dependencies so that bundle/feature dependencies reflect the realities of implementation/packaging.
