[MDSAL-711] Deprecate yang-ext:context-{instance,reference}

Routed RPCs have a RFC7950 equivalent in the action statement. As we migrate towards using the standard way of expressing an action on a particular data store node, mark the underlying yang-ext extensions and constructs as deprecated.
