[MDSAL-726] ActionService does not handle KeyedListActions

ActionService methods requires Action<InstanceIdentifier<P>, ?, ?>. which works in most circumstances. It does not work for actions defined in a keyed list, as those are specialized to Action<KeyedInstanceIdentifier<P>, ?, ?>.

This renders ActionService unusable for such interfaces.
