[MDSAL-767] Add support for advertizing supported features

~~MDSAL-766~~ provides a compile-time projection of 'feature' statements to Java world. We need another capability, which is for applications to project supported features at runtime towards YANG parser.

To do this we need to define a YangFeatureProvider interface, driven by ServiceLoader framework, which will allow querying which features are available at runtime.
