[NETCONF-1081] Remove all POST requests

Remove all POST requests to data - it means RPCs, actions will remain.

The reason behind is that we have multiple problems with POST requests to data.

We cannot create POST request for top model level elements - as shown in NETCONF-1077 and NETCONF-1071 .

We cannot create POST request when any inner container has multiple children for the same reason - we cannot have multiple same path in OpenApi.
