[NETCONF-1191] Refactor netconf-netty-util

netconf-netty-util is a name we carry over from the times we had netconf-util. At this point the artifact hosts what would be best described as 'netconf-common' – holding pieces shared between netconf-client and netconf-server;

Once the dust settles around ~~NETCONF-590~~, execute the following:

rename the artifact
flatten exported packages
