[NETCONF-247] Unable to access restconf/operational/network-topology:network-topology/topology/topology-netconf after restart of ODL

The URL works OK after the first start of ODL. But after the restart this response is received:

WORKAROUD:
When the file assembly/configuration/RSA.pk is deleted the URL is works correctly again.

Attached logs includes logs from the case when the URL is not accessible (restarted ODL without deleting the RSA.pk file).
