[NETCONF-428] Karaf 4 missing requirement odl-netconf-util

As part of overall ~~NETVIRT-719~~ if I build netvirt/vpnservice/distribution/karaf right now from https://git.opendaylight.org/gerrit/#/c/55160/ then I'm blocking but this problem:
