[NETCONF-522] 8040 code cannot serialize binary type

Data from the following model snippet found in the openswitch models makes 8040 barf:

typedef qos-queue-opaque-data

{ type binary; description "Queue info opaque data blob that Application obtains from QoS module and passes to other Base modules."; }

Binary is sufficiently rare not to declare this a blocker, but this needs fixing.
