[NETCONF-531] NETCONF depends on Jackson dependencies pulled in by AAA

AAA only chose to keep exposing these features since it was too late in Oxygen to remove them and make cross-project changes in NETCONF. AAA wants to remove Jackson completely through:

However, NETCONF currently depends on AAA bringing in these dependencies improperly. It should specify them itself!
