[NETCONF-722] Possibly errors in yang file?

This may be related to NETCONF-721, but I think it may deserve its own issue.

I am trying to shell into ODL Netconf using netopeer2-cli and getting Libyang errors. I reported these errors to the netopeer2 project and their response was that something is wrong with the ODL yang file.

I wanted to create a ticket here and see if its possible the yang files in ODL are off?
