[NETCONF-878] NETCONF event stream in RESTCONF

As per RFC 8040 section 6.3.1 RESTCONF server should support NETCONF event streams in streams container.

We are planning to implement this feature for our customer.

These streams should work also for devices without interleave capability.

The implementation should be fairly straightforward, NETCONF event streams need to be exposed to the container ietf-restconf-monitoring:restconf-state/streams and the subscription request needs to be wired to that <create-subscription> RPC properly.

Was there any particular technical reason in the past why this was not done along the NETCONF notifications, other than the possible lack of interest?
