[NETVIRT-1102] After a while of running the system does not allow floating IPs to work

After running for two weeks I found exceptions like the following:

Along with that floating IPs stopped working. Stopping and starting ODL helped.

The whole thiing is on nitrogen with OS -Pike un Ubuntu
