[NETVIRT-1162] Investigate using sosreport for collecting debugs

on centos, do:

yum install sos

which gives us the ability to run 'sosreport' which seems like a much more
extensive and manageable way to collect debugs. There is an openstack
plugin, we can write an opendaylight plugin, etc. This cold eventually take the
place of our slow build up of log collection we do over time.

just an idea. med/low priority.
