[NETVIRT-1410] IPv4 and IPv6 routes were not adveritised in DC-GW with dual stack scenario

Steps & Observation(Tested with Dual stack Router):

Topology/Pre-condition : N1 (S1-IPV4, S2-IPV6), R1, VPN1, 3 ports for each subnet. Only S2-IPV6 associated with Router.

Both IPv4 and IPv6 address were not advertised in DC-GW

SCenario1 :

Create L3VPN. --> PASS
Associate Router to L3VPN and check FIB --> **PASS
Add S1-IPV4 to Router and check IPv4 address advertised. --> PASS
Delete L3VPN and check all the routes withdrawn --> **PASS
Create L3VPN and Add router to L3VPN à FAIL (Only IPv4 address advertised in DC-GW. IPv6 not observed)**
