[NETVIRT-1421] The flow table 0 inport not change when the vm reboot hard

Now I have an openstack environment :one controller node and two compute node

When the vm rebooted hard, the port number of the vm tap changed but the inport of the table 0 not change. This situation not happen every time. Then if I restarted the odl , the inport of the table 0 changed correctly.
