[NETVIRT-1426] SSH to VM doesn't work in ovs 2.6.1 using Oxygen SR3

Created VM using Oxygen SR3 with ovs 2.6.1 but not able to ssh into VM.

1 Control + 1 Compute

steps to reproduce:
1. create network
2. create a port
3. create VM instance with port. (SSH to VM doesn't work)

note: create port and VM with security group allow all rules.

It used to work with Oxygen SR2.
