[NETVIRT-1494] Add policy implementation

k8s defines a Pod Security Policy fro controlling security sensitive aspects of the pod specification. Some possible networking mappings could be host network and ports. Maybe the namespace could also be mapped?

host network: network namespace
host ports: range, min and max

The K8S Network Policies defines the current list of defined policies. This task will need to define what policies can be implemented for neon.
