[NETVIRT-210] VM Instance – Ip Address Not Assigned

Environment:
ODL (3 Node) : distribution-karaf-0.5.0-Boron.tar.gz
OS Version : CentOS Linux release 7.2.1511
Open stack : stable/mitaka
Control Node : 8GB RAM
Compute Node : 8GB RAM

Steps Followed:
1. Create One Network
2. Create One SubNetwork
3. Create VMs(Created needed instance in one shot)
4. Check ping in openstack GUI

As we Increase the no of Compute Nodes the number of VMs getting ip address is getting decreased. Open stack GUI displays the ip address but in the VM Console the ip is not assigned, Hence ping is not working.
