[NETVIRT-346] Etree Leaf BG isn't updated with new remotes

In etree we have two broadcast groups, one for the root elements, which is exactly the same as the regular elan BG, and another BG group for the leaf elements, which is different, and broadcasts only to root elements.
When adding an etree interface on a new switch, only the first group is updated and not the second, so that traffic sent from leaf's isn't sent to remote switches.
