[NETVIRT-437] Changing network to external after creation does not work correctly

Creating via Horizon a network that is "not external" and changing it to an external after it was created, cause some issues.
It does not create an entity in the odl-nat:external-networks for the network and will not create a default NAT router flow for it in the FIB table (21) when connecting the network to a router as a GW.
