[NETVIRT-638] BGP Status is not established in 3node ODL cluster config

The BGP status not established in 3node odl cluster configuration.

Steps:
1. New parameter in custom.properties added as per patch : https://git.opendaylight.org/gerrit/#/c/54242/4
vpnservice.bgp.thrift.bgp.mip
vpnservice.bgp.thrift.sdnc.mip
vpnservice.bgpspeaker.host.name
2. 3 ODL started in cluster config.
3. zrpcd process started in all 3 odl node and not the bgpd porcess.
4. Config BGP with neighbor as MIP in DCGW which has zrpcd and bgpd process running.
5. Config BGP with neighbor as DCGW in ODL.
6. BGP status not established and its in connect state.
