Rules with IP prefix not getting programmed when there are multiple SG associated with a port

1)Spwan a new VM.
2)Create allow TCP ingress and egress rule with IP all networks.
2)Create an ICMP ingress and Egress rule with DHCP IP.

Expected Output:
1)All default SG, TCP and ICMP rules should be present

Actual Output:
1)TCP and ICMP rules are not programmed.
