[NETVIRT-665] [l3vpn_ecmp] bringing Down the Nova instance doesn't update the Group Entries

Topology
========
In the Topology I have an compute node and Four VM's running on it
[collocated scenario]

Testcase Description
====================
I have an extra route configured and pointing to three of the VM's
Traffic is getting forwarded as expected

when i bring down/stop the instance where traffic is getting forwarded load balancing group is not getting updated and traffic is still forwarded to the port.
