[NETVIRT-667] [l3vpn_ecmp] Deleting the extra route entries doesn't delete the entries on Local switch

Topology

In the Topology I have two compute node,Four VM's running on CN-1 & Two
VM's running on CN-2

Testcase Description
====================
I have an extra route configured and pointing to three of the VM's on CN-1

when i delete the extra route from open stack the extra route is not getting deleted from CN-1 whereas it is getting deleted from CN-2

Deleting the extra route from Openstack deletes the entries on CN-2 but not on CN-1
