Non-NAPT Group action is set with drop for router associated with private BGPVPN

Re-produce the issue:
======================

1) Create private network and subnet

2) Create router and add subnet to this router

3) Boot 2 VMs on 2 DPN

4) Create Private BGP-VPN and Associate to created router

5) Set router gateway to enable NAT

6) Create VXLAN Tunnel between 2 DPN's

Non-NAPT DPN group action has been set with "drop". Due to this Non-NAPT VM SNAT traffic is dropped at Non-NAPT Switch itself.
