[NETVIRT-895] No Connectivity from an instance without Floating IP to an instance with Floating IP

The traffic to VM having FIP and in the NON-NAPT switch for a router and a VM without floating IP is not working.

Steps to reproduce
1)In a two node setup, create two vms and assign floating ip to one. Ensure that vm with FIP is in the NON-NAPT switch
2)Ping the VM with FIP from VM without FIP.

Expected Output.

FIP Should be reachable.

Actual Output
FIP is not reachable.
