[NETVIRT-948] VM Instance - Ip address is not assigned

Hi,

VM is not getting IP address from ODL.

ODL build used is : https://nexus.opendaylight.org/content/repositories/opendaylight.release/org/opendaylight/integration/karaf/0.7.0/karaf-0.7.0.zip

Steps Followed :

1. Create 4 networks - NET1,NET2,NET3,NET4
2. Create subnetworks - SUBNET1,SUBNET2
3. Create Ports - 16 ports
4. Create VM instances - 16 VMS [4 VMs per each network]
5. Check the VM state - All VM states are active
6. Verify all V,s whether it has received IP or not :
Output : All the VMs are not getting Ip address.
sudo ip netns list is showing dhcp networks only for two networks

VMs are not getting IPs consistently.

Please resolve this issue as soon as possible.
Please find the attached logs.
If any other logs required, let me know.
