[NEUTRON-17] Neutron Tempest Test Failure: tempest.api.network.test_extra_dhcp_options

The OpenStack Tempest test tempest.api.network.test_extra_dhcp_options fails with OpenDaylight as the ML2 MechanismDriver. The logs from the Tempest failure are below:
