The config file should be re-read by ODL and features should be installed/uninstalled and sync'ed to what is provided in the config file. If this is not the intended behavior, and the intended behavior is to only read the config file one time to provide initial configuration, then the file should be moved into an 'initial' directory.</p> ODLPARENT-131
