[ODLPARENT-145] feature-repo-parent should fail when multi-packaged bundles are encountered

feature-repo-parent should run a quick test to see if the features referenced and sharing the groupId contain the same bundle packaged multiple times. It should only examine features which have the same groupId as the repository and it should cause the build to fail, so that we do not overtax karaf's resolver, which currently explodes memory usage when such features are being installed.
